If it's not in play today, it'll be in play tomorrow or the next day. It's just a matter of time. When cash passes through the market, it then gets used for other stuff, but eventually it ends up back in the market as the cycle continues.
Example:
Cash into market (buys stock from company selling shares) - company uses cash to pay employees - employees buy index funds, putting more cash in the market.
Another example:
Cash is used to buy shares from seller. Seller pays taxes in his profits. Government pays Boeing for new fighter jets. Boeing does share buy backs. Surprise, cash is cycled back to the market.
there really isn't a way to remove cash from this cycle unless the fed decides to deflate the dollar.
