Im a Customs Broker so I literally handle this for a living. We have to wait for the official CSMS from CBP that provides the guidance on when, if or how refunds will be handled. Most all these payments are done by wire so it will be a massive administrative process to identify which entries paid these duties and then start processing refunds wholesale or by having the companies request them. It's such an unknown. Something at this scale has not happened before to my knowledge.
